The programs managed by Empire
Pacific Risk Management believe that
a proactive loss prevention program is
necessary to maintain the cost containment
goals needed for program stability. Our
Loss Prevention activity is based primarily
upon one goal: That we provide both
specific and effective services for our
membership in order to reduce the frequency
and severity of expected losses.
Safety Research
and Technical Interpretations
A high-quality library of educational
videos, technical publications, and
regulatory manuals necessary for our field
activity is maintained. When participants
have questions regarding employee safety
and health, we typically have the capability
of giving the answer. If we do not have
the necessary resources immediately available,
we can provide them through subcontracted
specialists located throughout the state.
Safety Resource
Center
Many technical publications and resource
materials are stocked and available to
all participants. Such materials include:
OSHA publications, toolbox
talk information for safety meetings,
safety equipment catalogs, safety sign
catalogs, and safety
video catalogs.
The Loss Prevention Seminars
General Membership Loss Prevention Seminars
are conducted periodically to assist participants
in identifying reducing and/or eliminating
their employee injury risks. Seminars
will cover general and specific topics
germane to most participants. Participation
in these events is important because we
will provide valuable information and
your customers, peer organizations and
Association representatives will be present
to network regarding employee safety and

Traditional Loss Prevention Services
Traditional levels of Loss Prevention
activities are identified for implementation
based upon the program participants
current and/or expected loss activity

Loss Prevention/Safety
Program Visits
These visits consist of a Loss Prevention
consultant discussing and reviewing the
individual participants current
safety program, while making practical
recommendations and suggestions intended
towards improving safety in the workplace.

The program has the expertise on staff
to assist you with your safety training
needs in a language that your workers
understand: Spanish! We can schedule a
visit to conduct safety meetings in Spanish,
to perform effective safety training as
required by OR-OSHA and to meet with your
lead employees to review proper communication
techniques. Experience shows that the
more informed your employees are, the
better job they will be able to perform.
Safety is no different. When employees
receive answers to their questions and
understand exactly what is expected of
them, they will work more safely.
Workplace Hazard
Identification
A review of the hazards present at the
workplace is often conducted along with
a Loss Prevention - Safety Program Visit.
The consultant will often (at the time
of scheduling) request a tour of any on-site
operations to gain a more comprehensive
picture of the hazards and risks present.
After the tour, we will make recommendations
and suggestions regarding those hazards.
Job Site Visits
Many organizations require work activity
away from a central location. Therefore,
the scheduling of loss prevention &
hazard identification visits will be necessary
at some of these locations. Our consultants
can provide an objective analysis of job
site safety procedures.
Large Loss
Investigations
The program participant, often in conjunction
with our claims specialist(s), is expected
to investigate disabling claims. After
the occurrence of a severe injury, a program
participant may require the assistance
of a Loss Prevention consultant (to gather
data about the accident as soon as possible).
A program representative will be dispatched,
as necessary, to investigate and obtain
all the mitigating factors surrounding
the accident. Subrogation potential is
investigated for future recoveries when
a third party is responsible.
Additional
Loss Prevention Services
Some employers have unique problems /
concerns or request special services.
Therefore, there may be a need to charge
an additional fee for these types of activities.
The following are some examples:
Regulatory
Program Compliance with OSHA
There are many OSHA requirements of
employers that do not explicitly cover
an employers risks and injury
exposures. Assistance can be provided
in developing written programs for
such regulations. Many employers do
not want to contact OSHA for assistance.
Our Loss Prevention consultants have
the education and training to provide
you with the answers you need. We
can provide you with detailed compliance
instructions, copies of regulations,
and sample materials for program development.
OSHA Mock
Inspections
Employers can contact OSHA for mock
inspections, but many wait months
OSHA provides two types of inspections:
Safety and Health. Utilizing the program
for mock OSHA inspections will relieve
the common fear of additional visits
or fines. On-site operations at a
central location and/or job site locations
can be visited. A regular scheduled,
surprise or unscheduled visit (similar
to OSHA) can be arranged according
to your needs.
Training
The programs have the ability to develop
training formats to fit your specific
needs. A variety of formats can be
established in these training sessions:
supervisory, on-the-job with employees
and train-the-trainer. Regular rotation
of training sessions can be arranged.
